Togo Travel
Warning
This Travel Warning is being issued
on April 26, 2005 to
update U.S. citizens on the current unrest in Togo following the strongly contested
presidential election on April 24, and to alert them to ongoing safety and security
concerns.
Due to the unsettled security situation and
sporadic post-election violence, on April 26, 2005, the Department of State authorized the
departure of non-emergency personnel and all eligible family members of U.S. Embassy
personnel. The Department urges U.S. citizens to defer travel to Togo, and asks
those Americans already in Togo to evaluate carefully their personal security when
deciding whether to depart. This Travel Warning replaces the Public Announcement
issued on April 22, 2005.

In recent weeks, some regions in Togo, and
especially the capital Lome, have experienced election-related violence. Land
borders are intermittently closed. Protests and sporadic violence occur throughout
the country.
Americans have not been specifically
targeted to date by any violence, but anti-foreigner sentiment is building. The U.S.
Embassy has received reports of several incidents of people being harassed because they
were presumed to be French. On April 21, the United Nations authorized all
non-essential personnel to leave Togo.
The U.S. Embassy has instituted a curfew
for all remaining American personnel from 8 p.m. until 6 a.m. and encourages all Americans
in Lome to observe this curfew as well. U.S. Embassy personnel continue to observe
heightened security precautions at work and in public places. Travel by U.S.
government employees to certain areas of Lome and surrounding suburbs is restricted.

U.S. citizens who remain in Togo despite
this Travel Warning should consult the Department of State's latest Consular Information
Sheet for Togo and the Worldwide Caution Public Announcement at http://travel.state.gov. American
citizens may also obtain up-to-date information on security conditions by calling
1-888-407-4747 toll free in the United States or Canada or 1-202-501-4444 from overseas.
American citizens in Togo who are in need of assistance should telephone the
Embassy at (228) 221-2992.
U.S. citizens visiting or resident in Togo
are urged to register and update their contact information at the U.S. Embassy in Lome or
by completing a registration form on-line at https://travelregistration.state.gov/ibrs/home.asp
